General Arrangements for the Recognition of Prior Learning

Recognition procedures for incoming students

Technical University of Liberec (TUL) provides the necessary documents to help its incoming students in the recognition procedure after their return to their home university. Those documents are:
Learning Agreement
The Learning Agreement used by TUL contains the data that were recommended by the Bologna process to ensure the knowledge of the student and both his home and host universities (mainly at the faculty level) of the courses he/she is going to pursue during their stay at TUL. The TUL Learning Agreement contains data about the list the courses a student is planning to take, for each course the title, the course code and the ECTS credits should be stated. TUL-LA also contains information about the contacting persons at both the home and host institutions at the faculty and administrative levels responsible for the exchange programme in question.
The Learning Agreement must be signed by the student, the home institution and TUL prior to the student’s arrival to Liberec, and must be updated shortly after the students arrival (Changes to the Learning Agreement). By doing this TUL guarantees that the student can study the courses agreed on. The home institution completes the recognition process on the student’s return and guarantees the transfer of credits for courses completed successfully. In the best and ideal situation, together with the transcript of records, the Learning Agreement guarantees complete recognition for the student.
Transcript of Records
Upon completion of studies, an official transcript of records is given or sent to the student directly, transcript of record can also be sent to the home institution of the student directly upon the individual requests. The transcript of records documents the performance of a student by listing the successfully passed courses, the ECTS credits gained and the ECTS grades awarded.
The transcript of records is available in Czech and in English and is free of charge.
Course Syllabus
If requested, a course syllabus is provided to the student. It contains detailed description on the courses including the course’s extent and intensity, names and contacting details of the teacher (s), timetable and seminar groups, prerequisites, course enrolment limitations, the fields of study the course is directly associated with, course objectives, course syllabus, literature, teaching methods, assessment methods, language of teaching and further comments which could include the study material.

Recognition Procedures of the Courses studied abroad

Recognition of prior learning comes out from the content of studied courses, acquired learning outcomes, extent of the course expressed in principle through the medium of ECTS credits and achieved evaluation. The Dean may recognise for student's study the courses completed in a previous or concurrent study at a university in the Czech Republic or abroad and in a previous or concurrent study in an accredited learning programme held by a college in the Czech Republic or abroad.
The student shall enclose the following documents to the application for the courses completed, except the documents of which are available in IS TUL:
a. an official document of completion for each course with the transcript of grades, credits and number of failed completions, if applicable, and
b. an officially confirmed syllabus for each of the courses and, if available, with the description of course integration in the programme, field or specialisation, within which it was taken.
If the acknowledged course was not credited, the credit value shall be determined based on the rules applied to the programme the course is being acknowledged for.

Recognition of prior learning abroad

Recognition of Education - Bachelor Degree Candidates
Recognition of Education is considered as the basis for acceptance for further study at the university. Under Czech law, students who have obtained their secondary school-leaving certificate abroad are required to obtain an official document to say that their education is recognised in the Czech Republic, before they can register for a degree programme at a Czech university. Officially this document is called an „Rozhodnutí o uznání rovnocennosti (platnosti) zahraničního vysvědčení v České republice“ (Decision on the recognition of the equivalence (validity) of the foreignschool-leaving certificate). The Recognition Certificate is issued by the Department of Education, Youth and Sports of the Regional Authority.

Recognition of Education - Master Degree Candidates
This can be defined as the recognition of diplomas, qualifications or parts of study programmes of a foreign educational institution by another educational institution. Such recognition is considered as the basis for acceptance for further study at the university. Under Czech law, students who have obtained their Bachelor or Master degree abroad are required to obtain an official document to say that their education is recognised in the Czech Republic, before they can register for a degree programme at a Czech university. Officially this documents is called „Rozhodnutí a Osvědčení o uznání vysokoškolského vzdělání a kvalifikace v České republice.“ (The decision and the certificate on the recognition of the university education and qualification in the Czech Republic). The Recognition Certificate is issued by a Higher Education Institution offering relevant study field.

Authorities deciding about the recognition of education abroad
• Ministry of Defence – decides about education acquired in the military field
• Ministry of Interior – decides about education acquired in the field of safety forces
• Public university which implements an accredited study programme similar in content

Procedure and certificates
In case the relevant authority recognizing education is TUL, the graduate of Bachelor’s, Master’s and doctoral degree programme at the foreign university submits a written application to the TUL:
