Scholarship Programme of the Liberec Region
The Trilateral Scholarship Program is an international educational initiative aimed at promoting cooperation between the Czech Republic (TUL), Germany (Saxony), Poland (Lower Silesia), and global partners from Africa, Asia, and Latin America. The program is coordinated by the Liberec Region (KULK) and the Technical University of Liberec (TUL). Its goal is to explore global opportunities, identify collaboration potential in the field of innovation, and strengthen professional exchange in the trilateral border region.

Timeline

- Start of the first funded semester – September 2025 (September 18th, 2025)

Scholarship Programme
Who is the program for:
Pilot semester (September 2025 – January 2026): 9 students in total
- 3 scholarship holders from each trilateral country (CZ, DE, PL)
Following semesters: 15 students in total
- 3 scholarship holders from each trilateral country (CZ, DE, PL)
- 2 scholarship holders from Africa (starting February 2026)
- 2 scholarship holders from Latin America (starting February 2026)
- 2 scholarship holders from Asia (starting February 2026)
The program is intended for students who are nationals of the participating countries or regions in Africa, Latin America, or Asia. The scholarship is designed to support their studies at TUL and professional internships in Germany and Poland. A prerequisite is the successful completion of the first year of study in a bachelor’s program (BSP), the first semester in a follow-up master’s program (NMSP), or the first year in a doctoral program (DSP).
Each student from CZ, DE, PL receives €600/month + €210 one-time for a 5-month semester (housing, food + transport allowance). Each student from third countries receives €850/month + €1700 one-time for a 5-month semester (housing, food, health insurance + transport allowance).
Main Student Activities
Study at TUL (various fields of study), during each semester, after the exams, there will be a 14-day work placement in Germany and Poland.
Academic:
- Study at TUL in various fields, following the current study offer.
- Courses will include topics on global trends, innovation, and regional development.
- Collaboration with universities in the Czech Republic, Germany, and Poland.
- Students are required to complete one semester, including passing exams and earning a minimum of 15 ECTS credits. At least one-third of the courses must be studied in English.
- Mandatory 14-day internship in Germany and 14-day internship in Poland.
- Issuance of a Transcript of Records (ToR), including the results and internships for recognition at the home institution.
Practical:
- Project work focused on exploring global opportunities and innovations under the guidance of mentors from CZ, DE, PL.
- Presentation of results at a final conference: January 2026 (winter semester) and July 2026 (summer semester).
- Improvement in English communication, and optionally also in German and Polish.
- Internships in companies using English in real-world settings.
- Training in presentation and communication skills.
- Recommendation letters from program partners (universities, companies, public authorities).
Cultural:
- Excursions to cultural and historical sites in the trilateral region.
- Participation in events organised by the Liberec Regional Authority.
- Networking opportunities for future career prospects across all three countries.
- Social and cultural exchange activities where participants introduce the traditions of their home countries.
- Promotion of program activities on students’ social media (with consent for sharing via university channels).
Student Selection Process
The selection will take place in two rounds. In the first round, the pre-selection will take place at the home university in the cases of DE and PL. For students from the Czech Republic and third countries. The applicant will fall under the selected faculty and will be selected as eligible to study. At this stage, the student may be excluded for formal or substantive reasons. The student must demonstrate his/her English language proficiency and may be asked to demonstrate it during the selection process.
In the second round, a committee composed of representatives of TUL and the Liberec Region will select the applicants. The committee will determine the order of students who will be eligible to receive the scholarship. If one of the selected students declines the scholarship, the scholarship will be offered to the next in line.
Students will supply:
- A completed application according to the home university’s system
- A cover letter that will include a topic proposal that matches the search for a global opportunity, identifying opportunities for collaboration in innovation, and fostering professional exchange in the trilateral region
- Results of previous studies
Students from third countries are not exempt from paying tuition fees if the chosen study is subject to tuition fees. Students are not exempt from tuition fees in their original studies if these studies are subject to tuition fees. Students from CZ, DE, and PL are exempt from tuition fees due to existing agreements between these cooperating universities within the EU.
