Institutional Resilience of TUL

The Technical University of Liberec recognizes the growing importance of institutional security in research, education, and international cooperation. It is therefore gradually introducing a systematic approach to strengthening resilience to security risks and undue external influence.

The aim is to create an open yet secure academic environment that safeguards integrity, academic freedom, and the credibility of research outcomes.

In light of the above, TUL is preparing an Institutional Resilience Strategy, along with a complementary manual providing practical recommendations and examples of good practice. These materials will establish a unified framework for secure and responsible collaboration and risk management.

What to Do Now for Institutional Resilience of TUL?

Until the Institutional Resilience Strategy is adopted and a practical manual is developed, staff members of the Technical University of Liberec are encouraged to pay increased attention to assessing potential risks, particularly in relation to:

Selection of partners and their background
country of origin, ownership structure, level of transparency, possible sanctions or reputational risks.

Nature of the collaboration
research areas with higher sensitivity, potential dual-use implications, handling of sensitive data, or transfer of know-how outside the EU.

Funding arrangements
origin of financial resources, conditions attached to donations or grants, possible restrictions on publication or use of results.

Contractual conditions
unusual confidentiality clauses, requirements for access to infrastructure, non-standard procedures for approving cooperation.
